1 am of considerable pleasure to represent Taiwan Medical Association and over 58,252 physicians
in Taiwan to give our genuine welcome and appreciation for your participation in The First
Open Expert Meeting on the Revision of the WMA Declaration of Taipei (DoT) in Taipei.
1 wish to express my deepest gratitude to all who have dedicated themselves to this field over
the years. Your sustained commitment has made it possible for us to further strengthen ethical
standards in clinical practice and research at a time when data intensity and rapid cross-border
information flows define the global landscape.
The WMA Taipei Declaration, first announced in 2016 in this very city, centers on the governance
of health databases and biobanks. In the face of emergingchallenges-such as generative artificial
intelligence,digital health innovation, and multicenter research-it serves as a timely reminder of the
importance of maintaining balance between public interest and the protection of individual rights.
The WMA Declaration of Taipei is anchored in three fundamental principies:
Dignity and autonomy-all data and specimen collection, storage, and use must be based on
voluntary and informed consent, accompanied by the right of withdrawal.
lndependent oversight and transparency-the establishment and operation of databases must
undergo independent ethical review and clearly disclose their purposes, risks, access mechanisms,
retention and destruction policies, return of results, and the regulatory framework governing cross­
border transfer and commercial use.
Public interest andequity-research must adhere to scientific rigor, ensure a fair allocation of risks
and benefits, provide heightened safeguards for vulnerable populations, and promete meaningful
community engagement.
This meeting will focus on three key areas: refining consentmodels, enhancing transparency in data
governance, and defining legal and ethical boundaries for the secondary use of data in the context
of artificial intelligence.
We look forward to reaching a shared understanding of governance frameworks that will enable
ethics committees to strengthen their oversight-through standardized indicators, templates for
data and specimen transfer agreements, incident reporting mechanisms, and remediation
procedures-while ensuring that cultural sensitivities and community interests are duly respected.
Taipei ismorethan a geographicname; it symbolizes our cooperative commitment to professionalism,
ethical integrity, and societal trust. May the Declaration of Taipei continue to resonate alongside the
WMA Declaration of Helsinki, safeguarding human rights and advancing research innovations and
human health welfare. l wish this meeting every success.
