Chair, distinguished delegates,
The World Medical Association underscores that an effective PABS System is essential to avoid the
challenges faced during recent pandemics.
Without pre-agreed rules to ensure that we share resources in a way coherent with our global public
health objectives, it is unlikely that we will succeed in doing so in the midst of a future emergency –
and without that sharing, we lose essential tools to respond in the most effective manner.
We welcome the suggestion to have a clear commitment of a specific percentage of production and
that the distribution of those pooled resources would be based on public health risk: agreeing on
such a provision provides a clear path for a more effective response in the future.
Physicians are often the first to detect outbreaks through the patients they treat, while also being
among the most exposed and in need of protection. Their role in surveillance provides critical data
to guide response efforts, but timely access to countermeasures is essential to keep them safe and
sustain healthcare services.
In short, the WMA urges a robust, enforceable, and transparent PABS framework that prioritizes
public health.
