Item 7. Follow-up to the political declaration of the third high-level meeting of the General
Assembly on the prevention and control of non-communicable diseases (NCDs)
Honourable Chair, Distinguished Delegates,
The NCD crisis continues to threaten our progress towards the 2030 SDG Agenda for Sustainable
Development. We therefore urge Member States to include the prevention, diagnosis and treatment
of NCDs as part of UHC, and to strengthen health systems so that they have the capacity and
sufficient numbers of health professionals to implement them.
We welcome the focus on the 5×5 NCD agenda, including prioritizing mental health. However, we
call for adequate surveillance, prevention, and treatment of risk factors as well, in consultation with
physicians and taking full account of the social determinants of health.
Finally, the economic return from NCD interventions must be reinvested into the health and care
workforce, focusing on primary health care, to ensure continued progress towards achieving the
2025 and 2023 targets.
Thank you
