Honourable chair, distinguished delegates,
I speak on behalf of the World Medical Association which represents 9 million physicians
worldwide.
The COVID-19 pandemic has stalled national and global efforts to prevent and control NCDs. It is
evident that the root causes lie in underfinanced and/or poorly governed health systems, resulting in
an overburdened health workforce and a slow integration of NCD prevention and care into universal
health coverage (UHC) benefit packages.
To achieve the NCD targets, we call on Member States to:
– advance global and national policies and actions to provide the full continuum of care for
people living with NCDs, in line with UHC principles and with a focus on integrated primary
health care.
– Continue to promote a whole-of-government and whole-of-society approach to NCDs, breaking
down siloed approaches to financing, regulation and implementation, and strengthening the
health workforce and infrastructure.
