Subject: Member State Consultation to Accelerate Action to
Fight Antimicrobial Resistance in the Asia Pacific,
6 May 2024, Virtual
I wish to inform you that the World Health Organization
(WHO)Regional Offices for South-East Asia and the Western Pacific
and the Ministry of Health, Labour and Welfare of the Government of
Japan, will convene the Member State Consultation to Accelerate
Action to Fight Antimicrobial Resistance in the Asia Pacific on
6 May 2024, through videoconference.

Antimicrobial resistance (AMR) is a global issue that poses a
formidable and growing threat to human health, health security, and
global and national economies. To address AMR, WHO Member States in
the South-East Asia and Western Pacific regions have taken
significant action: as of September 2023, all 11 countries in the
South-East Asia Region and 21 of 27 countries in the Western Pacific
Region have developed multisectoral national action plans on AMR. In
2016, the two WHO regional offices and the Government of Japan
co-hosted the Tokyo Meeting of Health Ministers on Antimicrobial
Resistance. The Tokyo Communiqué, published during the ministerial
meeting, announced the launch of the Asia-Pacific One Health
Initiative on AMR (ASPIRE) initiative to jointly identify and tackle
challenges posed by AMR in the Asia Pacific region.

Recognizing the importance of AMR and the fact that funding for
AMR has been limited and progress on implementing measures to tackle
AMR has been slow, a new resolution for AMR will be raised for
discussion during the Seventy-seventh World Health Assembly in
May 2024 by Member States, led by Thailand. There will also be a
United Nations General Assembly (UNGA) High-level Meeting on AMR in
September 2024, which presents an additional opportunity to
stimulate progress towards limiting the impact of AMR.
To further raise the profile of AMR as a threat to public
health and socio-economic development and accelerate action through
the One Health approach to fight AMR in the Asia-Pacific, in
collaboration with the WHO Regional Office for South-East Asia and
the WHO Regional Office for the Western Pacific, Japan is leading
development of a joint position paper that reviews progress on
actions to fight AMR and proposes priorities to accelerate action to
fight AMR in the Asia Pacific. In preparation, a biregional virtual
consultation will be convened prior to the Seventy-seventh World
Health Assembly in May 2024 for Member States to review the position
paper, provide insights and inputs, and discuss the process for
engaging Member States to support and endorse it.
The objectives of the consultation are:
(1) to review a draft joint position paper that may include:
(a) a joint statement highlighting progress, challenges and
priorities in fighting AMR in the region, stating expectations for
the United Nations High-level Meeting on AMR in September 2024 and
identifying priority actions for Member States; and
(b) a review of progress of the Action Agenda for AMR in the
Western Pacific Region, ASPIRE initiative announced during the 2016
ministerial meeting, and multisectoral national action plans for
AMR, as well as to develop proposals for the way forward;
(2) to discuss the process for interested Member States to support
and endorse the joint position paper; and
(3) to facilitate the exchange of country experiences and good
practices for addressing AMR through the ASPIRE initiative and
effective implementation, monitoring and evaluation, and updating of
multisectoral national action plans for AMR across the Asia Pacific.
As the consultation may be of interest to the World Medical
Association, you are cordially invited to send an observer to
participate virtually.
