Excellency,
We are honoured to write to you in our capacity as co-facilitators of the intergovernmental process to prepare for the
fourth high-level meeting of the General Assembly on the prevention and control of noncommunicable diseases and
the promotion of mental health and well-being, which will be held on 25 September 2025, in accordance with
resolution 79/273 adopted by the General Assembly on 6 March 2025. After the successful adoption, by consensus,
of that modalities resolution, our attention now turns to the negotiation of the political declaration to be approved by
the high-level meeting, in accordance with operative paragraph 5 of resolution 79/273.
In that context, we are pleased to share with delegations the zero draft of the political declaration, which we prepared
taking into account the input received from delegations at the informal consultations on 28 April, as well as the views
expressed by stakeholders at the interactive multi-stakeholder hearing you organized on 2 May.
We invite delegations to submit written comments on the zero draft by Tuesday, 27 May at 6pm to Ms Hayley-Ann
Mark (hayleymark@svgmission.org) from the Permanent Mission of Saint Vincent and the Grenadines and to Ms
Stéphanie Toschi (stephanie.toschi@mae.etat.lu) from the Permanent Mission of Luxembourg. A compilation text
will then be circulated prior to the first consultations, which will take place on Thursday, 5 June at 10 a.m. in
Conference Room 4.
In preparation for the negotiation process, please find attached the zero draft of the political declaration.
