The documents for the 146th session of the Executive Board can be accessed on the<br \/>\nInternet through the WHO website (http:\/\/www.who.int\/gb\/). The 146th session of the WHO Executive Board will meet at WHO headquarters, Geneva, from<br \/>\n3 to 8 February 2020, commencing at 09:00. The information below is intended to facilitate the<br \/>\nparticipation of non-State actors in official relations with the World Health Organization (WHO) at the<br \/>\nExecutive Board.<br \/>\nRegistration and collection of official EB badges<br \/>\nRegistration<br \/>\n2. Online registration is required for the Executive Board. To that end, the invitation letter to the<br \/>\nExecutive Board provides a link to the WHO Governing Bodies Meeting Registration System, as well<br \/>\nas a username and password that will give access to the system. Each non-State actor must designate a<br \/>\nfocal point to be responsible for registering its delegation in the system, and giving its delegates copies<br \/>\nof the invitation and enclosures as well as the non-State actors\u2019 letter of credentials.<br \/>\n3. Online registration requires each non-State actor to upload a copy of its credentials, that is, a<br \/>\nsigned response to the invitation on the non-State actor\u2019s letterhead indicating the name of the head of<br \/>\ndelegation, the name(s) of the other representatives, function of each delegate in the non-State actor<br \/>\nitself and, where appropriate, in an affiliated non-State actor. In accordance with the submitted delegate<br \/>\ninformation, official EB badges will be prepared in advance. The deadline for registration is<br \/>\n20 January 2020.<br \/>\n4. Instructions for the online registration system are available on the Governance website at<br \/>\nhttp:\/\/www.who.int\/governance\/registration\/en\/index.html. Queries concerning the system can be<br \/>\naddressed by email to supportregistration@who.int, or by telephone +41 22 791 2111.<br \/>\n5. For security reasons, all delegates are required to wear photo ID badges in order to access the<br \/>\nmeeting room. For this reason, during the online registration process, the Focal Point will be asked to<br \/>\nupload a passport style photograph of each member of the delegation.<br \/>\n6. Guidance on the nature of the image required, and brief instructions on how to upload and resize<br \/>\nan existing image you may have, are both available on the WHO website:<br \/>\nhttp:\/\/www.who.int\/governance\/en\/.<br \/>\n7. An example of credentials is attached for ease of reference.<br \/>\n8. Registered representatives of non-State actors appear in the official WHO records as participants.<br \/>\nKindly note that during registration the affiliation of each delegate is required. While the non-State<br \/>\nactors are invited to appoint a representative or representatives to attend the Executive Board,<br \/>\ndisproportionate representation at the meetings is to be avoided.<br \/>\nCollection of badges<br \/>\n9. Upon arrival at WHO headquarters, delegates should show the credentials letter and proof of<br \/>\nidentity, for example, a passport to the Reception desk which will be open from Thursday, 30 January at<br \/>\n09:00 to Saturday, 8 February 2020 at WHO headquarters.<br \/>\n&#8211; 2 &#8211;<br \/>\nGBS\/NSA\/EB146\/20.3<br \/>\nExecutive Board documents<br \/>\n10. As they become available, documents for the Executive Board are posted on the WHO website<br \/>\nat http:\/\/www.who.int\/gb\/. The documents are available in the official languages of WHO: Arabic,<br \/>\nChinese, English, French, Russian and Spanish.<br \/>\n11. As agreed by the Executive Board at its 143rd session, governing body meetings are paperless.<br \/>\nSeating arrangements<br \/>\n12. Seating for non-State actors is reserved in the gallery located above to the left side of the<br \/>\nEB room. Availability of seating is largely determined by logistical constraints and the Secretariat does<br \/>\nits utmost to facilitate all the needs of participants, including non-State actors.<br \/>\nNon-State actors\u2019 statements at the Board<br \/>\n13. A non-State actor in official relations with WHO may request to make statements under a<br \/>\ntechnical item in which the non-State actor has a particular interest. This privilege includes, inter alia,<br \/>\nthe possibility to make a statement if the Chairman of the meeting (i) invites them to do so or (ii) accedes<br \/>\nto their request when an item in which the related entity is particularly interested is being discussed. The<br \/>\nfollowing process applies to such requests:<br \/>\n\u2022 Non-State actors wishing to make a statement should notify the Partnerships and non-State<br \/>\nactors\u2019 Team (PNA) nsastatements@who.int at the latest by 08:00 of the day when the agenda<br \/>\nitem is scheduled to be discussed.<br \/>\n\u2022 When submitting a request, the non-State actor should provide the name of the entity, the name<br \/>\nof the representative that will deliver the statement and the technical agenda item under which<br \/>\nthe statement will be made.<br \/>\n\u2022 While every attempt is made to keep non-State actors informed of the status of their requests,<br \/>\nit is the responsibility of the non-State actor to verify with PNA that the request has been<br \/>\nreceived. PNA will inform the Chairperson of the meeting of the names of the non-State actors<br \/>\nwishing to make a statement.<br \/>\n\u2022 To note, the statements will be made only at the invitation of the Chairperson.<br \/>\n\u2022 Statements should focus on technical issues and should be directly relevant to both the agenda<br \/>\nitem and to the document prepared for the item. Accuracy of the technical components should<br \/>\nbe considered. The titles of individuals, organizations and\/or specific doctrines are expected to<br \/>\nbe correct and there should be no spelling\/grammatical errors.<br \/>\n\u2022 Statements should not raise issues of purely political nature that are unrelated to the topic, and<br \/>\nshould not contain any inappropriate or offensive reference to Member States. The<br \/>\nnomenclature used to refer to Member States, or areas of Member States, must follow that of<br \/>\nthe United Nations. In case of doubt, please consult nsastatements@who.int.<br \/>\n\u2022 Statements should be limited to about 300 words (1960 characters) which should not take longer<br \/>\nthan two minutes to deliver.<br \/>\n\u2022 In case of delays, and to facilitate the scheduling of the meetings, the Chairperson may decide<br \/>\nto limit the number of statements to be delivered under an agenda item and\/or reconsider the<br \/>\ntime allotted for statements.<br \/>\n&#8211; 3 &#8211;<br \/>\nGBS\/NSA\/EB146\/20.3<br \/>\n\u2022 Non-State actors have the possibility to submit their statements in advance of the debate for the<br \/>\nSecretariat to post on a dedicated website. This will enable non-State actors to make their inputs<br \/>\nand contributions known prior to the debates. For that purpose, the entities are invited to register<br \/>\nat https:\/\/extranet.who.int\/nonstateactorsstatements\/. Once the registration form has been<br \/>\nsubmitted, an approval email will be sent with relevant details on the process to be followed.<br \/>\nStatements posted may include a footnote with a link to the non-State actors\u2019 website for further<br \/>\ninformation. To note, the statements are posted for a limited time, and will not be retained on<br \/>\nthe website thereafter.<br \/>\n\u2022 Statements longer than 300 words, those that were posted but were not delivered during the<br \/>\nworking sessions or those that do not follow the process described in this note will not be<br \/>\nallowed to be posted on the website and can be withdrawn at the WHO\u2019s Secretariat\u2019s sole<br \/>\ndiscretion.<br \/>\n\u2022 If the non-State actor decides not to post the statement on the dedicated website, its<br \/>\nrepresentative is invited to send a copy to nstatements@who.int prior to its delivery to facilitate<br \/>\nthe work of the interpreters.<br \/>\n\u2022 The summary records of the Executive Board, which will be published after the meetings, will<br \/>\nreflect only those statements that were read out during the working sessions.<br \/>\nSpeaking before the Board<br \/>\n14. Statements are delivered from the \u201cSpeakers\u201d seat in the EB room. The seating plan, placed on<br \/>\nthe wall at the entrance of the Executive Board room should be consulted.<br \/>\n15. The speakers would need to follow the debate on the item which they wish to address. Shortly<br \/>\nbefore the Member States have finished speaking on the item, non-State actor speakers should leave the<br \/>\ngallery and move to the allocated \u201cSpeakers\u201d seat in the Executive Board room. If the \u201cSpeakers\u201d seat<br \/>\nis occupied, the huissier will help to find alternative seating. The Chairperson will invite the speaker to<br \/>\ntake the floor. After the statement, the speaker is invited to move from the seat promptly to enable the<br \/>\nfollowing speaker to take his\/her place. It is the responsibility of the speakers to ensure their presence<br \/>\nfor the item in the room.<br \/>\n16. To note, schedules may change according to the dynamics of the debate; thus representatives<br \/>\nare strongly urged to follow the relevant debate so as to be informed of any change in schedule.<br \/>\n17. Should it not be possible for the speaker to be present, he or she may arrange for another<br \/>\nrepresentative from his\/her delegation to deliver the statement. Notification of the name of the new<br \/>\nspeaker should be sent to nsastatements@who.int. The person nominated should be part of the same<br \/>\ndelegation as the original speaker, and should have registered and collected his\/her badge. In cases where<br \/>\na non-State actor has not been able to nominate another person to make the statement, it is not possible<br \/>\nfor the statement to be presented to the Executive Board or appear in written form in the official records<br \/>\nof the Executive Board proceedings.<br \/>\nPartnerships and Non-State Actors Team (PNA)<br \/>\n18. Primary health care<br \/>\nIn response to the request in resolution WHA72.2 (2019) on primary health care, the Director-General will submit<br \/>\na draft operational framework for primary health care. The report will outline the levers of the draft operational<br \/>\nframework, including monitoring and evaluation, that are essential to strengthening primary health care<br \/>\nimplementation towards universal health coverage at country level. The Board will be invited to note the report.<br \/>\n7. Follow-up to the high-level meetings of the United Nations General Assembly on health-<br \/>\nrelated issues<br \/>\n7.1 Universal health coverage: moving together to build a healthier world<br \/>\nIn a historic declaration adopted at the United Nations General Assembly in October 2019, world leaders<br \/>\nunanimously demonstrated the highest level of political commitment to universal health coverage. The<br \/>\nDirector-General\u2019s report will underline the central importance of primary health care to universal health coverage;<br \/>\nthe highlights, achievements and challenges identified by WHO\u2019s 2019 monitoring report; and the fact that<br \/>\ninvestment in primary health care is an effective, efficient and equitable way to advance universal health coverage<br \/>\nand eliminate catastrophic health expenditure. The report will also describe the next steps for WHO, including<br \/>\nprovision of support for the strengthening of health systems, multisectoral approaches through primary health care,<br \/>\nand sustaining progress towards universal health coverage. The Board will be invited to note the report.<br \/>\nEB146\/1 (annotated)<br \/>\n2<br \/>\n7.2 Political declaration of the third high-level meeting of the General Assembly on the<br \/>\nprevention and control of non-communicable diseases<br \/>\nIn line with decision WHA72(11) (2019), the Director-General will submit a report that will set out a menu of<br \/>\npolicy options and cost-effective interventions to promote mental health and well-being and planned next steps<br \/>\ntowards developing a menu of policy options to reduce the number of premature deaths from noncommunicable<br \/>\ndiseases attributed to air pollution. It will also include a review of progress in implementing the global strategy to<br \/>\nreduce the harmful use of alcohol since its endorsement in 2010 and an outline of the way forward. An additional<br \/>\nreport will describe the findings of the consultative process on implementation of the global strategy to reduce the<br \/>\nharmful use of alcohol and the way forward. The Board will be invited to note the reports and provide further<br \/>\nguidance as appropriate.<br \/>\n8. Global vaccine action plan<br \/>\nIn resolution WHA70.14 (2017), the Health Assembly requested the Director-General to report on the<br \/>\nachievements made towards the global vaccine action plans\u2019 goals and targets for 2020 and the feasibility of, and<br \/>\npotential resource requirements for, eradication of measles and rubella. The report will review and present the<br \/>\nlessons learned from the global vaccine action plan, which provided an immunization vision and strategy for the<br \/>\ndecade 2011\u20132020. The Board will be invited to note the report and provide further guidance on next steps.<br \/>\n9. Accelerating the elimination of cervical cancer as a global public health problem<br \/>\nIn line with the request made by the Board in decision EB144(2) (2019), the Secretariat has developed, in<br \/>\nconsultation with Member States and other stakeholders, a draft global strategy to accelerate the elimination of<br \/>\ncervical cancer, with clear goals and targets for the period 2020\u20132030. The draft strategy is designed to harness<br \/>\nproven and effective strategies on vaccination against human papillomavirus, screening for and treatment of pre-<br \/>\ncancerous lesions, detection and treatment of invasive cancers, and palliative care in order to eliminate cervical<br \/>\ncancer as a public health problem. This effort will support the strengthening of primary health care and the<br \/>\nachievement of the Sustainable Development Goals and universal health coverage. The Board will be invited to<br \/>\nconsider the draft strategy and provide further guidance.<br \/>\n10. Ending tuberculosis<br \/>\nPursuant to resolutions WHA67.1 (2014) and WHA71.3 (2018), the Director-General will submit two reports on<br \/>\ntuberculosis. The first will contain a report on progress in implementing the End TB Strategy and towards its<br \/>\ntargets for 2030 and 2035 with an assessment of progress in implementing the commitments set forth in the<br \/>\npolitical declaration of the United Nations high-level meeting on ending tuberculosis in 2018. The second report<br \/>\nwill summarize a comprehensive draft global strategy on tuberculosis research and innovation. The Board will be<br \/>\ninvited to note the reports, provide further guidance as appropriate, and consider a draft decision.<br \/>\n11. Epilepsy<br \/>\nFollowing the agreement of the Board at its 144th session to include this item on the provisional agenda of the<br \/>\npresent session, the Director-General will submit a report summarizing the latest available evidence on the burden<br \/>\nof epilepsy, the public health response required at global, regional and national levels, the Secretariat\u2019s main<br \/>\nactivities over recent years, and the way forward. The Board will be invited to note the report and provide further<br \/>\nguidance as appropriate.<br \/>\nEB146\/1 (annotated)<br \/>\n3<br \/>\n12. Integrated, people-centred eye care, including preventable blindness and impaired vision<br \/>\nThe Director-General will submit a report outlining the rationale for action to integrate the delivery of<br \/>\npeople-centred eye care services into the health system, to reduce inequities to access these services, and to enable<br \/>\nhealth systems to respond to the projected increase in eye conditions. The report will draw on the recently<br \/>\npublished WHO World report on vision. The Board will be invited to note the report and provide guidance, for<br \/>\ninstance on the next steps to accelerate the implementation of integrated people-centred eye care.<br \/>\n13. Neglected tropical diseases<br \/>\nThe Director-General will submit a report summarizing the current situation and the lessons learned from<br \/>\nimplementation of the current road map for accelerating work to overcome the global impact of neglected tropical<br \/>\ndiseases, which comes to an end in 2020. The Board will be invited to note the report and provide guidance on the<br \/>\nnext steps to advance global action on neglected tropical diseases.<br \/>\n14. Global strategy and plan of action on public health, innovation and intellectual property<br \/>\nIn response to the request in decision WHA71(9) (2018), the Director-General will present a report on progress<br \/>\nmade in implementing that decision. The report will review progress made by the Secretariat in implementing the<br \/>\nrecommendations of the overall programme review panel. The Board will be invited to note the report.<br \/>\nPillar 2: One billion more people better protected from health emergencies<br \/>\n15. Public health emergencies: preparedness and response<br \/>\n15.1 Independent Oversight and Advisory Committee for the WHO Health Emergencies<br \/>\nProgramme<br \/>\nThe Chair of the Independent Oversight and Advisory Committee for the WHO Health Emergencies Programme<br \/>\nwill present the Committee\u2019s seventh report to the governing bodies. The report will provide the Committee\u2019s<br \/>\nobservations and recommendations based on its review of WHO\u2019s work in major outbreaks and other health<br \/>\nemergencies during the period May\u2013December 2019.<br \/>\n15.2 WHO\u2019s work in health emergencies<br \/>\nPursuant to requests in resolution EBSS3.R1 (2015) and decision WHA68(10) (2014), this report will provide: an<br \/>\nupdate on all Public Health Emergencies of International Concern, WHO Grade 3 and United Nations Inter-<br \/>\nAgency Standing Committee Level 3 emergencies in which WHO took action in 2019 (up to October); a<br \/>\ndescription of the work WHO is undertaking at global, regional and country levels to prepare for, prevent, detect<br \/>\nand respond to health emergencies, including WHO\u2019s role as health cluster lead; and an update on the progress<br \/>\nmade to improve research and development for potentially epidemic diseases. The Board will be invited to note<br \/>\nthe report.<br \/>\n15.3 Influenza preparedness<br \/>\nPursuant to decision WHA72(12) (2019), the Director-General will submit a report on measures taken to increase<br \/>\nglobal preparedness for a robust response to the next influenza pandemic. The report will cover the development<br \/>\nand launch of the new Global Influenza Strategy 2019\u20132030, recent work of the Global Influenza Programme and<br \/>\nthe Global Influenza Surveillance and Response System to strengthen preparedness capacities, and updates on<br \/>\nactions taken to implement decision WHA72(12). The Board will be invited to note the report and provide<br \/>\nguidance in specific areas.<br \/>\nEB146\/1 (annotated)<br \/>\n4<br \/>\n15.4 The public health implications of implementation of the Nagoya Protocol<br \/>\nThis report, submitted pursuant to decision WHA72(13) (2019), will provide an update on the Secretariat\u2019s work<br \/>\nto provide information on current pathogen-sharing practices and arrangements, the implementation of access and<br \/>\nbenefit-sharing measures, and the potential public health outcomes and other implications. The Board will be<br \/>\ninvited to note the report and consider the proposed next steps for implementing decision WHA72(13).<br \/>\n15.5 Cholera prevention and control<br \/>\nPursuant to resolution WHA71.4 (2018), this report will provide an update on the global cholera situation and<br \/>\nprogress in recent efforts made in cholera prevention and control. The Board will be invited to note the report.<br \/>\n16. Poliomyelitis<br \/>\n16.1 Polio eradication<br \/>\nThe report will provide a status update on polio eradication, summarizing programmatic, epidemiological and<br \/>\nfinancial challenges to securing a lasting polio-free world through full implementation of the Polio Endgame<br \/>\nStrategy 2019\u20132023. It will empathize that, in particular, efforts must focus on intensified and new tools and<br \/>\napproaches to urgently addressing the evolving epidemiology of circulating vaccine-derived poliovirus type 2. The<br \/>\nBoard will be invited to note the report.<br \/>\n16.2 Polio transition planning and polio post-certification<br \/>\nPursuant to decision WHA70(9) (2017), the report will provide a status update on the implementation of the<br \/>\nStrategic Action Plan on Polio Transition 2019\u20132023, with a focus on summarizing progress with priority country<br \/>\naction plans. The Board will be invited to note the report.<br \/>\nPillar 3: One billion more people enjoying better health and well-being<br \/>\n17. Decade of Healthy Ageing<br \/>\nPursuant to resolution WHA69.3 (2016) adopting the Global strategy and action plan on ageing and health, a<br \/>\nproposal for a Decade of Healthy Ageing 2020\u20132030 has been prepared with inputs from organizations in the<br \/>\nUnited Nations system, international organizations and non-State actors. The Director-General\u2019s report will<br \/>\nsummarize the draft proposal, which extends the action plan to 2030 with strengthened multisectoral action and<br \/>\nmultistakeholder engagement. It will detail the vision, action areas, activities and their enablers, and a framework<br \/>\nto track progress. The Board will be invited to consider a draft decision.<br \/>\n18. Maternal, infant and young child nutrition<br \/>\nIn response to the request in resolution WHA71.9 (2018), the report will illustrate the progress in the<br \/>\nimplementation of the comprehensive implementation plan on maternal, infant and young child nutrition, endorsed<br \/>\nin 2012, and towards the achievement of the global nutrition targets. It will also provide an update on the<br \/>\nimplementation of the International Code of Marketing of Breastmilk Substitutes and WHO\u2019s recommendations<br \/>\non marketing of complementary foods. The Board will be invited to provide guidance and consider a draft decision.<br \/>\nEB146\/1 (annotated)<br \/>\n5<br \/>\n19. Accelerating efforts on food safety<br \/>\nIn following up on the First International Food Safety Conference and the International Forum on Food Safety and<br \/>\nTrade (both held in early 2019), the Director-General will submit a report on the WHO\u2019s ongoing actions on food<br \/>\nsafety. The Board will be invited to note the report and to provide guidance on the Organization\u2019s response to<br \/>\nfoodborne diseases.<br \/>\nPillar 4: More effective and efficient WHO providing better support to countries<br \/>\n20. Data and innovation: draft global strategy on digital health<br \/>\nIn response to the requests in resolution WHA71.7 (2018), the Director-General will submit a draft global strategy<br \/>\non digital health. The report will outline the purpose, vision, framework for action, and implementation, with<br \/>\nstrategic objectives, including the development of partnerships at all levels. It will also describe an action plan,<br \/>\nwhich includes monitoring and evaluation. The Board will be invited to consider a draft decision on the draft global<br \/>\nstrategy on digital health.<br \/>\n21. Budget and finance matters<br \/>\n21.1 Programme budget 2020\u20132021<br \/>\nIn response to the request in resolution WHA72.1 (2019) the Director-General will submit the measurement<br \/>\nframework for the Thirteenth General Programme of Work, 2019\u20132023, including plans for methods of measuring<br \/>\noutputs. The Board will be invited to note the reports and provide strategic advice on finalizing the measurement<br \/>\nframework.<br \/>\nThe Director-General will also submit a report on the resource mobilization strategy, for the Board\u2019s consideration.<br \/>\n21.2 Financing and implementation of the Programme budget 2018\u20132019 and outlook on<br \/>\nfinancing of the Programme budget 2020\u20132021<br \/>\nThe Director-General will submit a report on the financing and implementation of the Programme budget<br \/>\n2018\u20132019 and the outlook for the financing of the Programme budget 2020\u20132021, which the Board will be invited<br \/>\nto note.<br \/>\n21.3 Amendments to the Financial Regulations and Financial Rules [if any]<br \/>\n22. Governance matters<br \/>\n22.1 WHO reform<br \/>\nAs agreed by the Executive Board at its 145th session, the Secretariat organized a web consultation with non-State<br \/>\nactors to seek their views on their involvement in WHO governance in order to elaborate proposals for the<br \/>\ngoverning bodies on that involvement. The report will describe the outcome of the consultation and outline options<br \/>\nfor involving non-State actors in WHO governance, including the organization of an informal meeting between<br \/>\nMember States and non-State actors. The Board will be invited to note the report and to decide if and when the<br \/>\nproposed new approach should be tested and evaluated before permanent changes are considered.<br \/>\nFurther to the Board\u2019s request in decision EB144(3) (2019), the Director-General will submit several<br \/>\nrecommendations drawn up after an informal consultation with Member States on governance reform in September<br \/>\n2019, aimed at reducing the number of items on governing body agendas, and consolidating and managing<br \/>\nreporting requirements on similar subjects. The report will also describe an approach to regional inputs into global<br \/>\nstrategies and action plans. The Board will be invited to consider a draft decision.<br \/>\nEB146\/1 (annotated)<br \/>\n6<br \/>\nIn line with the Board\u2019s request at its 145th session, the Director-General will submit revised draft guidelines for<br \/>\nMember States to post written statements for governing body sessions on the WHO website. The Board will be<br \/>\ninvited to consider the revised draft guidelines and also, subject to any further guidance it may wish to provide,<br \/>\nconsider a draft decision regarding their application on a trial basis.<br \/>\n22.2 Engagement with non-State actors<br \/>\nThis item comprises the following two subitems.<br \/>\n\u2022 Report on the implementation of the Framework of Engagement with Non-State Actors<br \/>\nIn accordance with resolution WHA69.10 (2016) and subparagraph 68(a) of the Framework of Engagement with<br \/>\nNon-State Actors, the Director-General will submit an annual report on WHO\u2019s implementation of the Framework<br \/>\nof Engagement with Non-State Actors. It will exemplify engagements with non-State actors and describe<br \/>\nimplementation of the Framework. The Board will be invited to note the report.<br \/>\n\u2022 Non-State actors in official relations with WHO<br \/>\nIn line with the provisions of the Framework of Engagement with Non-State Actors, the Executive Board is<br \/>\nmandated, through its Programme, Budget and Administration Committee, to consider applications for admittance<br \/>\nof non-State actors into official relations and to review collaboration with one third of the non-State actors in<br \/>\nofficial relations in order to decide whether to maintain their official relations. The Board will be invited to note<br \/>\nthe report and to consider a draft decision.<br \/>\n22.3 World health days<br \/>\nThe Board at its 144th session noted a report on world health days. It also agreed that the Secretariat would finalize<br \/>\na study on the cost-effectiveness of and rules for world health days and would submit a feasible proposal to the<br \/>\nBoard at a future session. The Director-General\u2019s report will outline such a proposal. The Board will be invited to<br \/>\nnote the report and provide comments on the proposed approach.<br \/>\n22.4 Provisional agenda of the Seventy-third World Health Assembly and date and place of the<br \/>\n147th session of the Executive Board<br \/>\n23. Management matters<br \/>\n23.1 Evaluation: update and proposed workplan for 2020\u20132021<br \/>\nThe Evaluation Office\u2019s report will describe progress in implementing the evaluation workplan for the biennium<br \/>\n2018\u20132019 and set out the proposed evaluation workplan for the biennium 2020\u20122021. The latter incorporates<br \/>\nboth the corporate and decentralized evaluations planned and developed through consultation at senior<br \/>\nmanagement level across the Organization and discussed with the Independent Expert Oversight Advisory<br \/>\nCommittee. The Board will be invited to note the report and approve the proposed workplan.<br \/>\nThe Board will also be invited to note a report on a review of 40 years of primary health care implementation at<br \/>\ncountry level produced in response to a request by the Board at its 142nd session.<br \/>\nThe Evaluation Office will further submit a report on the initial evaluation of the implementation of the Framework<br \/>\nof Engagement with Non-State Actors for the Board\u2019s consideration.<br \/>\nEB146\/1 (annotated)<br \/>\n7<br \/>\n23.2 Evaluation of the election of the Director-General of the World Health Organization<br \/>\nThe Board at its 144th session decided to postpone discussion of the item on the evaluation of the election of the<br \/>\nDirector-General to its 146th session and requested the Secretariat to organize informal consultations during the<br \/>\nintersessional period. Accordingly, the Secretariat convened two informal consultations in relation to this matter.<br \/>\nThe Chairperson\u2019s summary report on the outcome of the informal consultations and the proposed way forward<br \/>\nwill be transmitted to the Board for its consideration. The Board will be invited to consider possible adjustments<br \/>\nto the election process for the Director-General and a draft decision to that effect.<br \/>\n23.3 Update on the Infrastructure Fund<br \/>\n\u2022 Information management and technology<br \/>\nIn response to the request by the Health Assembly in decision WHA70(16) (2017) and that of the Programme,<br \/>\nBudget and Administration Committee of the Executive Board at its twenty-fifth meeting (January 2017), the<br \/>\nDirector-General will submit an update on progress in information management and technology in WHO. The<br \/>\nreport will describe the strategy on information management and technology that was revised following<br \/>\nimplementation of WHO\u2019s Thirteenth General Programme of Work, 2019\u20132023. The realigned strategy focuses<br \/>\non eight key areas, which are underpinned by a set of key initiatives. Updates on the governance structure and the<br \/>\ninvestments by the Infrastructure Fund in information technology will also be presented. The Board will be invited<br \/>\nto note the report and provide further guidance.<br \/>\n\u2022 Geneva buildings renovation strategy<br \/>\nIn response to the reporting request in decision WHA69(18), the Director-General will submit a report with an<br \/>\nupdate on the status of the construction of a new building at headquarters and renovations of the main building,<br \/>\nincluding details of the progress made against previously reported timelines and cost updates. The Board will be invited to note the report.<br \/>\n25.6 Amendments to the Staff Regulations and Staff Rules<br \/>\nAmendments to the Staff Rules made by the Director-General will be submitted for confirmation by the Board in<br \/>\naccordance with Staff Regulation 12.2.
