\nEARLY LIFE AND CAREER
\nBorn on Friday, 29th January, 1971, in Edo State of Nigeria, Dr. Osahon
\nEnabulele attended Victory Primary School, Benin City, Edo State, Nigeria (1977-
\n1982), and had his secondary education at Federal Government College, Wukari,
\nTaraba state, Nigeria (1982-1988). He thereafter studied Medicine at the School of
\nMedicine, University of Benin (1988-March 1996), from where he bagged a
\nBachelor\u2019s degree in Medicine and Surgery (M.B; B.S).
\nDr. Enabulele had his Internship training at the University of Benin Teaching
\nHospital (July 1996 to July 1997) before proceeding for his National Youth Service
\nCorps (NYSC) program at the Comprehensive Health Centre, Ikot Effiong-Otop
\nOkoyong, Odukpani Local Government Area, Cross River State, Nigeria (June 9, 1997-
\nJune 8, 1998).
\nMARITAL LIFE
\nDr. Osahon Enabulele is happily married to Dr (Mrs) Joan Enabulele (a Consultant
\nRestorative Dentist and Senior Lecturer, Department of Restorative Dentistry,
\nUniversity of Benin) and blessed with three children (Efosa Benedict Enabulele,
\nOmorovbiye Victoria Enabulele and Osarumwense Michael Enabulele).
\nPERSONAL INTERESTS:

\nOTHER ATTAINMENTS
\nIn his quest for expansion of his professional horizon, Dr. Enabulele went on to obtain
\na Masters\u2019 Degree in Health Planning and Management (MHPM) in the year
\n2001, and the Fellowship of the West African College of Physicians
\n(FWACP) in Family Medicine in 2007 (after successful completion of Residency
\ntraining in Family Medicine).
\nDr. Enabulele is the 1st JUNIOR DOCTOR\/RESIDENT DOCTOR in Nigeria to
\nbe elected into the Presidency of the Nigerian Medical Association (NMA).
\nThis followed his unanimous election as National 2nd Vice President of NMA in the
\nyear 2004.
\nHe was subsequently elected as President of Nigerian Medical Association, a
\nposition in which he served from May 4, 2012 to May 3, 2014.
\nDr. Enabulele is currently serving a 2nd term as Vice President of the
\nCommonwealth Medical Association (Representing the West African Region on
\nthe CMA Executive Board; 2013-2016; 2016 to date).
\nDr Enabulele is a Life Member of the Society of Family Physicians of
\nNigeria (SOFPON) and Member of the World Organization of Family
\nDoctors (WONCA).

\nAmongst several other positions he has also held are:

\npermanent secretariat building on the 22nd of February, 2010.

\nSOME OF DR. OSAHON ENABULELE\u2019S ACHIEVEMENTS AS PRESIDENT
\nOF THE NIGERIAN MEDICAL ASSOCIATION (MAY 4, 2012-MAY 3, 2014):
\n(1) The Unconditional Recall of the 788 Physicians who were unjustly
\nsacked from work\/public service by the Lagos State Government of
\nNigeria in the year 2012, for simply expressing their legitimate labour rights.
\n(2) During his tenure as President of the Nigerian Medical Association
\n(NMA), the NMA association hosted the 1st West African Regional
\nMeeting anchored and chaired by the then President of WMA, Dr.
\nMargaret Mungherera. This historic meeting held in Benin City,
\nNigeria on Thursday, May 1st, 2014.
\n(3) Institution of regular four monthly conduct of Free Comprehensive
\nMedical Missions\/Health Outreaches with the full complement of
\nfree medical, dental, surgical and laboratory services. Through this
\nCorporate Social Responsibility project, over 70, 000 indigent Nigerians have
\nhad access to free medical care through the Nigerian Medical Association
\n(NMA); The then President of the WMA, Dr. Margaret Mungherera,
\nflagged off one of such National Medical Missions.
\n(4) Improved welfare, working conditions\/conditions of service for
\nNigerian doctors and restoration of the relativity principle in the
\ndetermination of wages in Nigeria\u2019s public healthcare sector.
\nThe restoration of the relativity principle made a clear distinction between
\nphysicians\u2019 pay and those of other health workers. Indeed, the current wage
\nbenefits of Nigerian Physicians resulted from the sustained and focused
\nnegotiation efforts of the NMA during Dr. Enabulele\u2019s tenure as President.
\nSimilarly, a new scheme of service for Nigerian doctors was proposed in 2013
\nduring Dr. Enabulele\u2019s Presidency.
\n(5) The convocation\/organization of an all-embracing and historic 1st
\nNMA National Health Summit which was successfully held in Asaba, Delta
\nState of Nigeria from January 20-27, 2013. This summit which was the first in
\nthe over 50 years existence of the Nigerian Medical Association was attended by
\nover 2, 000 physicians. It developed a blueprint for repositioning the Nigerian
\nMedical Association and Nigeria\u2019s health care delivery system.
\n(6) Institution and organization of free health checks for Physicians at all
\nnational meetings and activities of the Nigerian Medical Association (NMA).
\n(7) Institution of Reforms in the Nigerian Medical Association; including
\nthe initiation of a holistic review of NMA\u2019s constitution which was
\neventually passed in the year 2017; Reform of NMA Physicians\u2019 week with
\nselection of indigenous contemporary themes for the week.
\n(8) Restoration of NMA\u2019s slot at the National Institute for Policy and
\nStrategic Studies (a foremost Leadership and Management Training Institute
\nin Nigeria to which NMA nominates her members to undergo leadership
\ntraining annually).
\n7
\n(9) Institution and formal launch of Healthy living and Health check-up
\ncampaigns in Nigeria, with the Speaker of the Federal House of
\nRepresentatives (National Assembly) as its face.
\n(10) The successful initiation and organization of the NMA Maiden
\nNational Sports Games for physicians, held in Eket, Akwa-Ibom State of
\nNigeria between the 16th and 22nd of February, 2014. Up to four editions of the
\nGames have so far being held.
\n(11) Public campaigns and phenomenal push for the passage of Nigeria\u2019s
\n2012 National Health Bill (NHB), which led to the enactment of
\nNigeria\u2019s first comprehensive national legal framework (National Health Act
\n2014) for the regulation, development and management of Nigeria\u2019s health
\nsystem).
\n(12) The conceptualization and development of the framework for the
\nNMA National Quiz and Essay Contest, the maiden edition of which was
\norganized in November, 2017.
\n(13) The historic push for the reconstitution of the Governing Council of
\nthe Medical and Dental Council of Nigeria (MDCN) which was
\nunjustly dissolved by the Federal Government of Nigeria in 2011).
\nThis led to the inauguration of the MDCN Governing Council on Monday, 25th
\nNovember, 2013 (a day after Dr. Enabulele lost his Father).
\nThe MDCN is the statutory regulatory body for the medical and dental
\nprofessions in Nigeria.
\n(14) Improved relationship with the Executive and Legislative arms of Government
\nin Nigeria.
\n(15) Improved participation in the formulation of health legislative bills by the
\nLegislative arm of Government in Nigeria.
\n(16) Offer to the Association of a Legislative desk in the National Assembly (Senate
\nand House of Representatives) by the leadership of the National Assembly. This
\nwas aimed at helping the Association track and follow up health bills at different
\nstages of processing by the National Assembly.
\n(17) Improved visibility of the Association in the media (electronic and print).
\n(18) Sustained delivery of Continuous Professional Development programmes to
\nPhysicians.
\n(19) Acceptance by the then President of the Federal Republic of Nigeria, Dr.
\nGoodluck Ebele Jonathan, of the Association\u2019s proposal for a Health and
\nHospital Development Intervention Fund to help health facilities\/institutions
\nand health care providers (particularly in the private sector) to access single
\ndigit interest loans and grants to upgrade their facilities and practices.
\n(20) Promotion of activities and programmes of Medical students and Junior doctors.

\nADMINISTRATIVE AND LEADERSHIP EXPERIENCES IN
\nFEDERAL HOSPITAL BOARDS OF MANAGEMENT:
\nDr. Enabulele is very conversant and experienced in Hospital
\nManagement Board room politics and has previously served on several
\nfederal Teaching Hospital Boards of Management in Nigeria, amongst
\nwhich are:
\n\uf076 Member, Board of Management of Federal Neuropsychiatric
\nHospital (FNHE), Enugu.
\n\uf0fc As a member of the Management Board of FNHE, Dr Enabulele was very
\nwell respected for his objective and progressive viewpoints which assisted
\nin the several progressive reforms brought to bear on the institution. The
\nManagement Board is credited, inter alia, with the phenomenal tarring of
\nthe entire landscape of the hospital, effective and efficient reticulation of
\nthe water supply distribution system, improvement in the quality of care, as
\nwell as unprecedented staff motivation (including the resolution of over
\nfour (4) years of stagnation in staff promotion).
\n\uf076 Member, Board of Management of the University of Ilorin
\nTeaching Hospital (UITH).
\n\uf0fc As a Member of the Management Board of UITH, Dr. Enabulele received a
\n\u2018\u2019Letter of commendation\u2019\u2019 awarded by the Kwara State branch
\nof Nigerian Medical Association (NMA; April 20, 2010) on
\naccount of what was termed \u201chis uncompromising defense of
\nmerit and best practices as a Member of the Board of
\nManagement of the University of Ilorin Teaching Hospital
\n(UITH)\u201d.
\n\uf076 Member, Board of Management of the Lagos University Teaching
\nHospital (LUTH); November 25, 2013 \u2013 July 2015.
\n\uf0fc As a member of the Management Board of LUTH, Dr Enabulele was highly
\nappreciated for his unwavering integrity and objectivity.
\n\uf0fc He served as the Chairman of the Screening Committee for
\nappointment of both the Chief Medical Director (CMD) and the
\nDirector of Administration (DA) of the Lagos University
\nTeaching Hospital (LUTH) in the year 2015.
\n\uf076 On Tuesday, 6th of March, 2018, Dr. Enabulele was reappointed
\nas a Member of the Board of Management of the Lagos
\nUniversity Teaching Hospital (a position in which he has
\ndutifully served to date).

\nCONTRIBUTIONS TO MEDICAL TRAINING
\nDr. Enabulele has been involved in the teaching and training of Resident doctors in
\nFamily Medicine. He also supervises the Part II Fellowship dissertations of Resident
\ndoctors undergoing training in the Department of Family Medicine, UBTH.
\nHe is an External Examiner with the Department of Family Medicine,
\nFaculty of Medicine, College of Medical Sciences, University of Calabar,
\nCalabar, Nigeria.
\nDr. Enabulele is a Postgraduate Examiner with the Faculty of Family Medicine, West
\nAfrican College of Physicians; and a Member of the Accreditation Team of the Faculty
\nof Family Medicine, West African College of Physicians.
\nIn line with his passion for academic excellence, Dr. Osahon Enabulele
\ninstituted an academic prize for the best graduating medical and dental
\nstudent in the University of Benin. This has been running for many years.
\nAs Head of Department (HOD) of Family Medicine at the University of
\nBenin Teaching Hospital, Dr. Enabulele achieved the following modest feats,
\namongst others:
\n(i) The development of a Departmental Vision, Mission, Strategic
\nPlan of Action with clear Performance targets such as a 100%
\npass rate at every stage (written and clinical) of the
\npostgraduate examinations (Membership and Fellowship)
\nconducted by the National Postgraduate Medical College of
\nNigeria and the West African College of Physicians.
\n(ii) Improvement in the pass rate at the Membership examinations of both
\nthe National Postgraduate Medical College of Nigeria and the West
\nAfrican College of Physicians. It is on record that within 5months
\nof his appointment as HOD, the pass rate of Resident doctors
\nin the Department improved from an average of 14% recorded
\nover the last 4 years to 67.5% and 100% respectively. The
\ndepartment has since then maintained a 100% pass rate at the
\nmembership exams.
\n(iii) Under 15months as HOD, the Department produced 10 Senior
\nRegistrars\/Senior Residents. This is a marked improvement
\nfrom an average production of 1-2 Senior Registrars per year
\nexperienced in the period preceding his appointment.
\n(iv) Establishment of a Department of Family Medicine in the
\nUniversity of Benin to teach courses in Family Medicine to
\nundergraduate medical students of the university. This followed
\nthe historic approval of the Department\u2019s proposal by the Senate of the
\nUniversity of Benin on the 4th of December, 2017.

\nINTERNATIONAL EXPOSURE AND ATTENDANCE AT
\nWMA MEETINGS AND OTHER CONFERENCES
\nDr. Enabulele has participated in several national and international conferences, as
\nwell as meetings of the World Medical Association (WMA), and has good exposure in
\ninternational affairs. Some of the conferences and WMA General Assemblies he has
\nattended and played active roles, include the following, amongst many others:
\n1) During Dr. Enabulele\u2019s tenure as President of the Nigerian Medical
\nAssociation, the association hosted the 1st West African Regional
\nMeeting anchored and chaired by the then President of the World
\nMedical Association, Dr. Margaret Mungherera. This historic
\nmeeting held in Benin City, Nigeria on Thursday, May 1st, 2014.
\n2) Dr. Enabulele was Chairman of the Scientific Session of the World
\nMedical Association (WMA) Africa Regional End of Life Meeting on
\n\u2018\u2019An Excursion into the End-of-Life Spectrum: Defining the
\nboundaries between Palliative care, Euthanasia and Physician-
\nassisted Suicide\u2019\u2019, held on February 1st and 2nd 2018 at the
\nTranscorp Hilton Hotel and Towers, Maitama, Abuja.
\n3) He participated in the 57th General Assembly of the World Medical
\nAssociation (WMA) held in Pilanesberg, South Africa (October 10-
\n17, 2006).
\n4) He represented the Nigerian Medical Association at the 63rd
\nGeneral Assembly of the World Medical Association (WMA) held in
\nBangkok, Thailand (October 10-14; 2012).
\n5) He represented the Nigerian Medical Association at the 64th
\nGeneral Assembly of the World Medical Association (WMA) held in
\nFortaleza, Brazil (October 14-19; 2013).
\n6) He participated in the 65th General Assembly of the World Medical
\nAssociation (WMA) held in Durban, South Africa in October 2014.
\n7) He participated in the 66th General Assembly of the World Medical
\nAssociation (WMA) held in Moscow, Russia in October 2015.
\n8) He participated in the 67th General Assembly of the World Medical
\nAssociation (WMA) held in Taipei, Taiwan in October 2016.
\n9) He participated in the 68th General Assembly of the World Medical
\nAssociation (WMA) held in Chicago, USA (11th -14th October, 2017).

\nAssociation held from April 18-23, 2017, in Livingstone, Zambia.

\n12) He officially represented the Nigerian Medical Association at the
\nNovember 2004 Triennial Conference of the Commonwealth

\nCommonwealth Medical Association held in Chennai, India (Sept.
\n12-16, 2012).
\n14) He represented the Nigerian Medical Association at the 23rd
\nTriennial Conference of the Commonwealth Medical Association
\n(CMA) held in Port of Spain, Trinidad & Tobago (July 4-7,2013).
\n15) He participated in the 24th Triennial Conference of the
\nCommonwealth Medical Association held in Colombo, Sri-Lanka
\n(October, 2016).
\n16) He officially represented the Nigerian Medical Association (NMA)
\nat the 4th Conference of the Sudan Doctors Union, 40th
\nConference of the Arab Medical Union, and more importantly, the
\nConference of the Confederation of African Medical Associations
\nand Societies (CAMAS) held in Khartoum, Sudan (Feb.6-11, 2006).
\n17) Attended meetings of the African Medical Association (AFMA).
\n18) He was Guest Speaker at the 23rd Annual Scientific Conference of
\nthe Medical Association of Nigerian Professionals Across Great
\nBritain (MANSAG) held in Leeds, United Kingdom (October 26-27,
\n2012).
\n19) He was Guest at the 19th Annual Convention of the Association of
\nNigerian Physicians in the Americas (ANPA) held in Charlotte,
