2015).<br \/>\n\uf0d8 Member, Medical and Dental Consultants Association of Nigeria<br \/>\n(MDCAN).<br \/>\n\uf0d8 Member, West African College of Physicians.<br \/>\n4<br \/>\nEARLY LIFE AND CAREER<br \/>\nBorn on Friday, 29th January, 1971, in Edo State of Nigeria, Dr. Osahon<br \/>\nEnabulele attended Victory Primary School, Benin City, Edo State, Nigeria (1977-<br \/>\n1982), and had his secondary education at Federal Government College, Wukari,<br \/>\nTaraba state, Nigeria (1982-1988). He thereafter studied Medicine at the School of<br \/>\nMedicine, University of Benin (1988-March 1996), from where he bagged a<br \/>\nBachelor\u2019s degree in Medicine and Surgery (M.B; B.S).<br \/>\nDr. Enabulele had his Internship training at the University of Benin Teaching<br \/>\nHospital (July 1996 to July 1997) before proceeding for his National Youth Service<br \/>\nCorps (NYSC) program at the Comprehensive Health Centre, Ikot Effiong-Otop<br \/>\nOkoyong, Odukpani Local Government Area, Cross River State, Nigeria (June 9, 1997-<br \/>\nJune 8, 1998).<br \/>\nMARITAL LIFE<br \/>\nDr. Osahon Enabulele is happily married to Dr (Mrs) Joan Enabulele (a Consultant<br \/>\nRestorative Dentist and Senior Lecturer, Department of Restorative Dentistry,<br \/>\nUniversity of Benin) and blessed with three children (Efosa Benedict Enabulele,<br \/>\nOmorovbiye Victoria Enabulele and Osarumwense Michael Enabulele).<br \/>\nPERSONAL INTERESTS:<br \/>\nFamily, Table tennis, Socio-political and health discourse, Writing, and Traveling.<br \/>\nOTHER ATTAINMENTS<br \/>\nIn his quest for expansion of his professional horizon, Dr. Enabulele went on to obtain<br \/>\na Masters\u2019 Degree in Health Planning and Management (MHPM) in the year<br \/>\n2001, and the Fellowship of the West African College of Physicians<br \/>\n(FWACP) in Family Medicine in 2007 (after successful completion of Residency<br \/>\ntraining in Family Medicine).<br \/>\nDr. Enabulele is the 1st JUNIOR DOCTOR\/RESIDENT DOCTOR in Nigeria to<br \/>\nbe elected into the Presidency of the Nigerian Medical Association (NMA).<br \/>\nThis followed his unanimous election as National 2nd Vice President of NMA in the<br \/>\nyear 2004.<br \/>\nHe was subsequently elected as President of Nigerian Medical Association, a<br \/>\nposition in which he served from May 4, 2012 to May 3, 2014.<br \/>\nDr. Enabulele is currently serving a 2nd term as Vice President of the<br \/>\nCommonwealth Medical Association (Representing the West African Region on<br \/>\nthe CMA Executive Board; 2013-2016; 2016 to date).<br \/>\nDr Enabulele is a Life Member of the Society of Family Physicians of<br \/>\nNigeria (SOFPON) and Member of the World Organization of Family<br \/>\nDoctors (WONCA).<br \/>\n5<br \/>\nAmongst several other positions he has also held are:<br \/>\n\uf0d8 Chairman, National Medical Ethics and Practice Committee of Nigerian<br \/>\nMedical Association (2004 \u2013 2006).<br \/>\n\uf0d8 Chairman, National Publications and Publicity Committee of Nigerian Medical<br \/>\nAssociation (2006 \u2013 2008).<br \/>\n\uf0d8 Deputy Editor, Nigerian Medical Journal (2011 to date).<br \/>\n\uf0d8 Editor, National Newsletter of Nigerian Medical Association (NMA), NMA<br \/>\nMEDINEWS (2006-2008; 2010-2012).<br \/>\n\uf0d8 Chairman, Edo State of Nigeria branch of NMA (2008-2010).<br \/>\nDuring this tenure he commenced the construction of a permanent<br \/>\nsecretariat building\/1st Doctors\u2019 House for the State branch and kept<br \/>\nhis promise to terminate the branch\u2019s 18years of existence as a tenant by<br \/>\nmoving the branch\u2019s operational secretariat from her rented apartment to the<br \/>\npermanent secretariat building on the 22nd of February, 2010.<br \/>\nAll meetings and conferences of the Association have been held in the<br \/>\npermanent secretariat building since this movement.<br \/>\n\uf0d8 Acting National Secretary-General of NMA (Jan 2003 \u2013 Dec 2003).<br \/>\n\uf0d8 National Deputy Secretary-General of NMA (2002-2004).<br \/>\n\uf0d8 National Assistant Secretary-General of NMA (2000-2002).<br \/>\n\uf0d8 Chairman, Edo State of Nigeria chapter of Society of Family Physicians of<br \/>\nNigeria (SOFPON; 2011 to 2012).<br \/>\n\uf0d8 NMA Lead and member, Federal Government of Nigeria Presidential<br \/>\nCommittee to Review NMA complaints on the Remuneration and working<br \/>\nconditions\/conditions of service of Nigerian Physicians (2013).<br \/>\n\uf0d8 Member, NMA National Negotiation Committee that negotiated and achieved<br \/>\nthe Consolidated Medical Salary Structure and its related allowances<br \/>\n(CONMESS) that came into being in January 2010. OSAHON ENABULELE\u2019S ACHIEVEMENTS AS PRESIDENT<br \/>\nOF THE NIGERIAN MEDICAL ASSOCIATION (MAY 4, 2012-MAY 3, 2014):<br \/>\n(1) The Unconditional Recall of the 788 Physicians who were unjustly<br \/>\nsacked from work\/public service by the Lagos State Government of<br \/>\nNigeria in the year 2012, for simply expressing their legitimate labour rights.<br \/>\n(2) During his tenure as President of the Nigerian Medical Association<br \/>\n(NMA), the NMA association hosted the 1st West African Regional<br \/>\nMeeting anchored and chaired by the then President of WMA, Dr.<br \/>\nMargaret Mungherera. This historic meeting held in Benin City,<br \/>\nNigeria on Thursday, May 1st, 2014.<br \/>\n(3) Institution of regular four monthly conduct of Free Comprehensive<br \/>\nMedical Missions\/Health Outreaches with the full complement of<br \/>\nfree medical, dental, surgical and laboratory services. Through this<br \/>\nCorporate Social Responsibility project, over 70, 000 indigent Nigerians have<br \/>\nhad access to free medical care through the Nigerian Medical Association<br \/>\n(NMA); The then President of the WMA, Dr. Margaret Mungherera,<br \/>\nflagged off one of such National Medical Missions.<br \/>\n(4) Improved welfare, working conditions\/conditions of service for<br \/>\nNigerian doctors and restoration of the relativity principle in the<br \/>\ndetermination of wages in Nigeria\u2019s public healthcare sector.<br \/>\nThe restoration of the relativity principle made a clear distinction between<br \/>\nphysicians\u2019 pay and those of other health workers. Indeed, the current wage<br \/>\nbenefits of Nigerian Physicians resulted from the sustained and focused<br \/>\nnegotiation efforts of the NMA during Dr. Enabulele\u2019s tenure as President.<br \/>\nSimilarly, a new scheme of service for Nigerian doctors was proposed in 2013<br \/>\nduring Dr. Enabulele\u2019s Presidency.<br \/>\n(5) The convocation\/organization of an all-embracing and historic 1st<br \/>\nNMA National Health Summit which was successfully held in Asaba, Delta<br \/>\nState of Nigeria from January 20-27, 2013. This summit which was the first in<br \/>\nthe over 50 years existence of the Nigerian Medical Association was attended by<br \/>\nover 2, 000 physicians. It developed a blueprint for repositioning the Nigerian<br \/>\nMedical Association and Nigeria\u2019s health care delivery system.<br \/>\n(6) Institution and organization of free health checks for Physicians at all<br \/>\nnational meetings and activities of the Nigerian Medical Association (NMA).<br \/>\n(7) Institution of Reforms in the Nigerian Medical Association; including<br \/>\nthe initiation of a holistic review of NMA\u2019s constitution which was<br \/>\neventually passed in the year 2017; Reform of NMA Physicians\u2019 week with<br \/>\nselection of indigenous contemporary themes for the week.<br \/>\n(8) Restoration of NMA\u2019s slot at the National Institute for Policy and<br \/>\nStrategic Studies (a foremost Leadership and Management Training Institute<br \/>\nin Nigeria to which NMA nominates her members to undergo leadership<br \/>\ntraining annually).<br \/>\n7<br \/>\n(9) Institution and formal launch of Healthy living and Health check-up<br \/>\ncampaigns in Nigeria, with the Speaker of the Federal House of<br \/>\nRepresentatives (National Assembly) as its face.<br \/>\n(10) The successful initiation and organization of the NMA Maiden<br \/>\nNational Sports Games for physicians, held in Eket, Akwa-Ibom State of<br \/>\nNigeria between the 16th and 22nd of February, 2014. Up to four editions of the<br \/>\nGames have so far being held.<br \/>\n(11) Public campaigns and phenomenal push for the passage of Nigeria\u2019s<br \/>\n2012 National Health Bill (NHB), which led to the enactment of<br \/>\nNigeria\u2019s first comprehensive national legal framework (National Health Act<br \/>\n2014) for the regulation, development and management of Nigeria\u2019s health<br \/>\nsystem).<br \/>\n(12) The conceptualization and development of the framework for the<br \/>\nNMA National Quiz and Essay Contest, the maiden edition of which was<br \/>\norganized in November, 2017.<br \/>\n(13) The historic push for the reconstitution of the Governing Council of<br \/>\nthe Medical and Dental Council of Nigeria (MDCN) which was<br \/>\nunjustly dissolved by the Federal Government of Nigeria in 2011).<br \/>\nThis led to the inauguration of the MDCN Governing Council on Monday, 25th<br \/>\nNovember, 2013 (a day after Dr. Enabulele lost his Father).<br \/>\nThe MDCN is the statutory regulatory body for the medical and dental<br \/>\nprofessions in Nigeria.<br \/>\n(14) Improved relationship with the Executive and Legislative arms of Government<br \/>\nin Nigeria.<br \/>\n(15) Improved participation in the formulation of health legislative bills by the<br \/>\nLegislative arm of Government in Nigeria.<br \/>\n(16) Offer to the Association of a Legislative desk in the National Assembly (Senate<br \/>\nand House of Representatives) by the leadership of the National Assembly. This<br \/>\nwas aimed at helping the Association track and follow up health bills at different<br \/>\nstages of processing by the National Assembly.<br \/>\n(17) Improved visibility of the Association in the media (electronic and print).<br \/>\n(18) Sustained delivery of Continuous Professional Development programmes to<br \/>\nPhysicians.<br \/>\n(19) Acceptance by the then President of the Federal Republic of Nigeria, Dr.<br \/>\nGoodluck Ebele Jonathan, of the Association\u2019s proposal for a Health and<br \/>\nHospital Development Intervention Fund to help health facilities\/institutions<br \/>\nand health care providers (particularly in the private sector) to access single<br \/>\ndigit interest loans and grants to upgrade their facilities and practices.<br \/>\n(20) Promotion of activities and programmes of Medical students and Junior doctors.<br \/>\n8<br \/>\nADMINISTRATIVE AND LEADERSHIP EXPERIENCES IN<br \/>\nFEDERAL HOSPITAL BOARDS OF MANAGEMENT:<br \/>\nDr. Enabulele is very conversant and experienced in Hospital<br \/>\nManagement Board room politics and has previously served on several<br \/>\nfederal Teaching Hospital Boards of Management in Nigeria, amongst<br \/>\nwhich are:<br \/>\n\uf076 Member, Board of Management of Federal Neuropsychiatric<br \/>\nHospital (FNHE), Enugu.<br \/>\n\uf0fc As a member of the Management Board of FNHE, Dr Enabulele was very<br \/>\nwell respected for his objective and progressive viewpoints which assisted<br \/>\nin the several progressive reforms brought to bear on the institution. The<br \/>\nManagement Board is credited, inter alia, with the phenomenal tarring of<br \/>\nthe entire landscape of the hospital, effective and efficient reticulation of<br \/>\nthe water supply distribution system, improvement in the quality of care, as<br \/>\nwell as unprecedented staff motivation (including the resolution of over<br \/>\nfour (4) years of stagnation in staff promotion).<br \/>\n\uf076 Member, Board of Management of the University of Ilorin<br \/>\nTeaching Hospital (UITH).<br \/>\n\uf0fc As a Member of the Management Board of UITH, Dr. Enabulele received a<br \/>\n\u2018\u2019Letter of commendation\u2019\u2019 awarded by the Kwara State branch<br \/>\nof Nigerian Medical Association (NMA; April 20, 2010) on<br \/>\naccount of what was termed \u201chis uncompromising defense of<br \/>\nmerit and best practices as a Member of the Board of<br \/>\nManagement of the University of Ilorin Teaching Hospital<br \/>\n(UITH)\u201d.<br \/>\n\uf076 Member, Board of Management of the Lagos University Teaching<br \/>\nHospital (LUTH); November 25, 2013 \u2013 July 2015.<br \/>\n\uf0fc As a member of the Management Board of LUTH, Dr Enabulele was highly<br \/>\nappreciated for his unwavering integrity and objectivity.<br \/>\n\uf0fc He served as the Chairman of the Screening Committee for<br \/>\nappointment of both the Chief Medical Director (CMD) and the<br \/>\nDirector of Administration (DA) of the Lagos University<br \/>\nTeaching Hospital (LUTH) in the year 2015.<br \/>\n\uf076 On Tuesday, 6th of March, 2018, Dr. Enabulele was reappointed<br \/>\nas a Member of the Board of Management of the Lagos<br \/>\nUniversity Teaching Hospital (a position in which he has<br \/>\ndutifully served to date).<br \/>\n9<br \/>\nCONTRIBUTIONS TO MEDICAL TRAINING<br \/>\nDr. Enabulele has been involved in the teaching and training of Resident doctors in<br \/>\nFamily Medicine. He also supervises the Part II Fellowship dissertations of Resident<br \/>\ndoctors undergoing training in the Department of Family Medicine, UBTH.<br \/>\nHe is an External Examiner with the Department of Family Medicine,<br \/>\nFaculty of Medicine, College of Medical Sciences, University of Calabar,<br \/>\nCalabar, Nigeria.<br \/>\nDr. Enabulele is a Postgraduate Examiner with the Faculty of Family Medicine, West<br \/>\nAfrican College of Physicians; and a Member of the Accreditation Team of the Faculty<br \/>\nof Family Medicine, West African College of Physicians.<br \/>\nIn line with his passion for academic excellence, Dr. Osahon Enabulele<br \/>\ninstituted an academic prize for the best graduating medical and dental<br \/>\nstudent in the University of Benin. This has been running for many years.<br \/>\nAs Head of Department (HOD) of Family Medicine at the University of<br \/>\nBenin Teaching Hospital, Dr. Enabulele achieved the following modest feats,<br \/>\namongst others:<br \/>\n(i) The development of a Departmental Vision, Mission, Strategic<br \/>\nPlan of Action with clear Performance targets such as a 100%<br \/>\npass rate at every stage (written and clinical) of the<br \/>\npostgraduate examinations (Membership and Fellowship)<br \/>\nconducted by the National Postgraduate Medical College of<br \/>\nNigeria and the West African College of Physicians.<br \/>\n(ii) Improvement in the pass rate at the Membership examinations of both<br \/>\nthe National Postgraduate Medical College of Nigeria and the West<br \/>\nAfrican College of Physicians. It is on record that within 5months<br \/>\nof his appointment as HOD, the pass rate of Resident doctors<br \/>\nin the Department improved from an average of 14% recorded<br \/>\nover the last 4 years to 67.5% and 100% respectively. The<br \/>\ndepartment has since then maintained a 100% pass rate at the<br \/>\nmembership exams.<br \/>\n(iii) Under 15months as HOD, the Department produced 10 Senior<br \/>\nRegistrars\/Senior Residents. This is a marked improvement<br \/>\nfrom an average production of 1-2 Senior Registrars per year<br \/>\nexperienced in the period preceding his appointment.<br \/>\n(iv) Establishment of a Department of Family Medicine in the<br \/>\nUniversity of Benin to teach courses in Family Medicine to<br \/>\nundergraduate medical students of the university.
