{"id":3927,"date":"2017-01-20T13:45:14","date_gmt":"2017-01-20T13:45:14","guid":{"rendered":"https:\/\/www.wma.net\/wp-content\/uploads\/2017\/01\/Finland-President-DoH-Helsinki-20141111.pdf"},"modified":"2017-01-20T13:45:14","modified_gmt":"2017-01-20T13:45:14","slug":"finland-president-doh-helsinki-20141111-2","status":"inherit","type":"attachment","link":"https:\/\/www.wma.net\/es\/finland-president-doh-helsinki-20141111-2\/","title":{"rendered":"Finland-President-DoH-Helsinki-20141111"},"author":2,"comment_status":"open","ping_status":"closed","template":"","meta":[],"acf":[],"description":{"rendered":"<p class=\"attachment\"><a href='https:\/\/www.wma.net\/wp-content\/uploads\/2017\/01\/Finland-President-DoH-Helsinki-20141111.pdf'>Finland-President-DoH-Helsinki-20141111<\/a><\/p>\n<p>Greeting for the 50th<br \/>\nanniversary celebration of the World Medical<br \/>\nAssociation&#8217;s Declaration of Helsinki at restaurant P\u00f6rssi on 11<br \/>\nNovember 2014<br \/>\nCheck against delivery.<br \/>\nEsteemed President of the World Medical Association, Dr. Xavier Deau,<br \/>\nChair of the Council of the World Medical Association, Dr. Mukesh Haikerwal,<br \/>\nambassadors, archiatre Risto Pelkonen,<br \/>\n(minister Laura R\u00e4ty), Ladies and Gentlemen,<br \/>\nFifty years ago, in the summer of 1964, representatives of the medical<br \/>\nprofession gathered here in Helsinki.<br \/>\nTheir mission was to give a response to some of the darkest events in world<br \/>\nhistory and the role which physicians had played in it.<br \/>\nTheir task was to draft a statement of ethical principles for medical research<br \/>\ninvolving human subjects.<br \/>\nOut of these discussions arose the Declaration of Helsinki.<br \/>\nIt has since been described as the most widely accepted guidance worldwide<br \/>\non medical research involving human subjects.<br \/>\nDuring the past 50 years theory has turned into practice. Guidelines and<br \/>\nprinciples contained in the Declaration have been enshrined in national and<br \/>\ninternational law and conventions regulating medical research today. For<br \/>\ninstance, in Finland ethical committees have been statutory since the late<br \/>\n1990s.<br \/>\nLadies and gentlemen,<br \/>\nRegardless of their field of study, researchers have a great thirst for new<br \/>\nknowledge. However, the pursuit of knowledge is never without risk. But we<br \/>\nwill have no new knowledge without active research. Clinical medicine has<br \/>\nmade immense progress in the last 50 years. This would not have been<br \/>\npossible without countless studies.<br \/>\nIn general, ethical principles do not adapt in step with the opportunities<br \/>\noffered by medicine to examine and treat patients. Modern methods for the<br \/>\nmanagement and analysis of information are at a completely different level<br \/>\nthan in the 1960s. These days, we place a particular emphasis on the right of<br \/>\nindividuals to control personal information. Despite the speed of development<br \/>\nin medical science, the World Medical Association has managed to keep the<br \/>\nDeclaration up-to-date. And the Association has found a well-functioning<br \/>\ncompromise both in terms of manner and pace of updating. The Declaration<br \/>\nprovides a valuable guide for all parties involved in research.<br \/>\nLadies and gentlemen,<br \/>\nFinland is known for its high-standard and equal health care, that serves all<br \/>\nresidents. Our country also provides a hospitable environment for medical<br \/>\nresearch. Finns have a highly positive attitude towards such research. We<br \/>\nhave a comprehensive legal framework for the protection of human subjects.<br \/>\nEfforts have also been made to enhance the development of research and<br \/>\ninnovation activities in the field.<br \/>\nLadies and gentlemen,<br \/>\nContinuous, open discussion on the ethics of medicine and its basis in<br \/>\nresearch is necessary to ensure the sustainable well-being of societies and<br \/>\npeople. The Declaration has proven to be a well-functioning cure, but we<br \/>\nmust continue with this treatment. The Helsinki Declaration became topical<br \/>\nagain a month ago, when the World Medical Association discussed issues<br \/>\nrelated to the treatment of patients suffering from Ebola.<br \/>\nI hope that the Helsinki Declaration will continue to play a key role in enabling<br \/>\nmedical advances of a high standard in the years to come. I am delighted that<br \/>\nyou are celebrating the Declaration here, in its birthplace.<br \/>\nI wish the World Medical Association good health and longevity.
