{"id":3779,"date":"2017-01-20T12:25:16","date_gmt":"2017-01-20T12:25:16","guid":{"rendered":"https:\/\/www.wma.net\/wp-content\/uploads\/2017\/01\/Ciudaddelcabodefinitiva-_Mautone.pdf"},"modified":"2017-01-20T12:25:16","modified_gmt":"2017-01-20T12:25:16","slug":"ciudaddelcabodefinitiva-_mautone-2","status":"inherit","type":"attachment","link":"https:\/\/www.wma.net\/es\/ciudaddelcabodefinitiva-_mautone-2\/","title":{"rendered":"Ciudaddelcabodefinitiva-_Mautone"},"author":2,"comment_status":"open","ping_status":"closed","template":"","meta":[],"acf":[],"description":{"rendered":"<p class=\"attachment\"><a href='https:\/\/www.wma.net\/wp-content\/uploads\/2017\/01\/Ciudaddelcabodefinitiva-_Mautone.pdf'>Ciudaddelcabodefinitiva-_Mautone<\/a><\/p>\n<p>ETHICS COMMITTEES<br \/>\nMariela Mautone<br \/>\nSindicato M\u00e9dico del Uruguay<br \/>\nPresenter\u2019s Details<br \/>\n\uf0a8 I am a Nephrologist and Professor in Bioethics<br \/>\nworking in the Facultad de Medicina de la<br \/>\nUniversidad de la Rep\u00fablica (UDELAR)<br \/>\n\uf0a8 I represent the Uruguayan Medical Association<br \/>\nthe \u201cSindicato M\u00e9dico del Uruguay (SMU)\u201d<br \/>\nThe region I represent.<br \/>\n\uf0a8 I am representing Uruguay, a<br \/>\ndeveloping world country<br \/>\nsitutated in South America.<br \/>\n\uf0a8 Latin America has the highest<br \/>\ndegree of inequality in the world.<br \/>\n\uf0a8 I am independent of all<br \/>\npharmaceutical and institutional<br \/>\ninterests.<br \/>\n\uf0a8 I have five years experience<br \/>\nworking in two ethics committees<br \/>\ninvolving human research in<br \/>\nUruguay.<br \/>\nPresentation Objective<br \/>\n\uf0a8 My objective today, is to talk about the main<br \/>\nfunctions that I consider an ethics committee<br \/>\nmust have.<br \/>\nFunctions of ethics committees<br \/>\n\uf0a8 The principle function<br \/>\nis to protect human<br \/>\nbeings from<br \/>\nbiological, physical,<br \/>\nemotional, mental,<br \/>\nand social harm or<br \/>\ndamage from medical<br \/>\nresearch that may<br \/>\ninfringe on their basic<br \/>\nhuman rights.<br \/>\nAntonio Berni<br \/>\nWhat are the most important skills and<br \/>\natributes required for ethics committee<br \/>\nmembers?<br \/>\n\uf0a8 It is the member\u2019s RESPONSABILITY to be<br \/>\ncompletely independent of all institutional,<br \/>\ngovernmental, pharmaceutical, and vested financial<br \/>\ninterests.<br \/>\n\uf0a8 It is the member\u2019s RESPONSABILITY to develop the<br \/>\nnecessary skills for studying scientific issues: they<br \/>\nmust understand completely the human research that<br \/>\nis being proposed (or they must consult with a<br \/>\nspecialist in these issues).<br \/>\n\uf0a8 They must be able to assess the social value of the<br \/>\nresearch, identifying any possible harm that may<br \/>\noccur to vulnerable research participants.<br \/>\nMember skills and atributes<br \/>\ncontinued&#8230;<br \/>\n\uf0a8 Committee members must check and ensure<br \/>\nthat all of the information given to the research<br \/>\nparticipants is clear to read, and easy for them<br \/>\nto understand. The information must not be<br \/>\ndeceptive, mis-leading or have a negative<br \/>\neffect on the research participants individual<br \/>\nautonomy.<br \/>\nWhat are the key personal qualities needed for<br \/>\nethics committee members?<br \/>\n\uf0a8 They must possess a high level of honesty<br \/>\nand personal integrity.<br \/>\n\uf0a8 They must be STRONG defenders of their<br \/>\nfindings and recommendations<br \/>\nProcedures for assessing research<br \/>\nprotocols<br \/>\n\uf0a8 Assess how HUMAN DIGNITY is affected by<br \/>\nthe research project.<br \/>\n\uf0a8 Assess how the intrinsic value of all human<br \/>\nbeings will be affected.<br \/>\n\uf0a8 Assess possible research consequences and<br \/>\neffects on the individual and on the society.<br \/>\nReviewing both the positive and negative<br \/>\npossibilities of all aspects.<br \/>\nProcedures for assessing research<br \/>\nprotocols continued\u2026<br \/>\n\uf0a8 Assess the impact the research will have on the<br \/>\nindividuals autonomy.<br \/>\n\uf0a8 Assess if individuals have rights to legally redress<br \/>\nany negative effects they may experience from<br \/>\nthe research.<br \/>\n\uf0a8 Only after reviewing the research project details<br \/>\nand finding them acceptable, do you go ahead<br \/>\nand review the Informed Consent document.<br \/>\nProcedures for assessing research<br \/>\nprotocols continued\u2026<br \/>\n\uf0a8 Assess the research information from the<br \/>\nindividual committee member\u2019s perspective.<br \/>\n\uf0a8 Assess the research information based on the<br \/>\nDeclaration of Helsinki 2002.<br \/>\n\uf0a8 (subsequest Declaration of Helsinki reviews have<br \/>\nweakened the protections of human beings).<br \/>\n\uf0a8 Assess the research information based on the<br \/>\nUniversal Declaration on Bioethics and Human<br \/>\nRights (2005)<br \/>\n\uf0a8 Assess the research information based on the<br \/>\nUniversal Declaration of Human Rights signed<br \/>\n1948 .<br \/>\nFramework and Levels of Accountability needed for<br \/>\nimplementing effective protection of Human Beings<br \/>\ninvolved in medical research<br \/>\n\uf0a8 National governments must have a interest in<br \/>\nprotecting the basic social needs of their<br \/>\ncitizens.<br \/>\n\uf0a8 National political systems must become more<br \/>\nactive in protecting the welfare of their<br \/>\npopulations.<br \/>\n\uf0a8 National Health departments must be active in<br \/>\ncoordinating all national research projects and<br \/>\nmonitoring their outcomes<br \/>\n\uf0a8 National legal systems must become active in<br \/>\ncreating laws for the protection of their citizens<br \/>\nfrom harmful research projects and practices.<br \/>\nFramework and levels of accountibility<br \/>\ncontinued\u2026<br \/>\n\uf0a8 Establishment of National Ethics Committees.<br \/>\n\uf0a8 Establishment of local institutional Ethics<br \/>\nCommittees in hospitals and medical<br \/>\ninstitutions.<br \/>\n\uf0a8 Teaching of ethics committee courses in<br \/>\nmedical universities.<br \/>\nIn Conclusion:<br \/>\n\uf0a8 Ethics committees without a national support<br \/>\nstructure will not be able to protect humans beings<br \/>\nand their rights in medical research projects.<br \/>\n\uf0a8 Blindly following of procedural rules or check lists<br \/>\nis not the solution to protecting human from<br \/>\nunethical research.
